CONSTITUTION AND BY LAWS
As Amended and approved May 2024
ARTICLE I – NAME
The name of this organization shall be known as the National Classic Frill Club (NCFC)
ARTICLE II – PURPOSE
The National Classic Frill Club is a not-for-profit organization with non-paid leadership, dedicated to the advancement and promotion of the Classic Frill pigeon and the hobby in general. The purpose of the NCFC is to promote the breeding, exhibition and improvement of the Classic Frill pigeon: to assist the novice breeder in gaining a knowledge of the breed; to encourage attendance and support of NCFC shows; to set forth ideal standards of perfection in the USA and promote the standard throughout the world; and to promote good fellowship among its members.
ARTICLE III – MEMBERSHIP DUES
Annual Memberships shall consist of:
Junior Member; (Age 17 and under)
Adult Member;
Family Members;
All memberships include emailed newsletter. An additional fee will be charged for Hard Copy newsletter mailed in the U.S. Adjustments to Annual Membership Dues and fees will be reviewed and approved by the Board of Directors and published in current newsletters.
Note: As of 30 April 2024, lifetime memberships will no longer be offered. Existing lifetime memberships will be “grandfathered” and honored by the NCFC
ARTICLE IV – VOTING PRIVILEGE
All active members in good standing shall be entitled to one vote at annual elections, regular/special meetings of the club, and voting items proposed in newsletters or updates. All members shall be equally entitled to all benefits and privileges that the club has to offer.
ARTICLE V – OFFICERS
Section 1. Consist of the following positions; (Amended 2022-2024)
Presiding officers shall consist of a President, an Eastern Vice President, a Western Vice President, and District Directors, one director from each district as established. (currently consisting of Eastern, Southern, Central, Western and Canadian districts)
The presiding officers shall constitute the Board of Directors.
Section 2. Meetings. The Board of Directors shall meet as often as necessary via on-line virtual meetings, email discussions or in-person meetings at various shows or events.
Section 3. The offices of Secretary-Treasurer, Publicity Director, Youth Director, Newsletter Editor, Website Administrator, Points Coordinator and Art Director shall be appointed offices to serve at the will and pleasure of the President and Board of Directors.
ARTCLE VI – Elections and Terms of Election:
Presiding officers shall be elected for a period of two years and/or until a successor is named. There shall be no other provisions precluding an officer from succeeding himself or limiting the number of terms of office. President, Western Vice President, Central Director and Western Director are to be elected in odd years, all others are to be elected in even years, thus eliminating a complete change of officers in any one year.
Section 1. Nomination and election of officers:
a. Nominations or volunteers for office shall be submitted by an active member January 1st to May 15th to the President, the Secretary-Treasurer or the Chairman of the Nominations and Election committee, if one is designated. All nominees are to be contacted by the nominator prior to submitting the nomination to ascertain if nominee is willing to accept the responsibilities of the office.
b. Officers will be elected by a majority vote or shall be designated automatically if only one name is nominated for the office. District Directors will be selected by a majority vote of those members residing in each respective district. Paper, email or text votes are acceptable as returned ballots. Interim temporary officers may be appointed by the President to fill any vacancy created by the incapacity or resignation of an officer.
c. Ballots will be emailed to the membership by June 1st and voting concluded by June 25th. Election results will be announced in the June 30th newsletter. Newly elected or appointed officers will assume their duties on July 1st and be involved in winter shows and activities for the current year.
ARTICLE VII – OFFICERS’ DUTIES
Section 1. President
The President shall be the chief executive officer. He or she shall be chairman of the regular club meetings and board of directors’ meetings. He/she shall designate time and place of all meetings, shall appoint persons to fill vacancies occurring between regular elections. He/she shall exercise general supervision and leadership that will enhance the aims and purposes of the club.
Section 2. Vice Presidents
The Vice Presidents are to assist the President when needed. In the event of absence of the President from any meeting, or in case of his or her inability to act, one of the Vice Presidents shall act for the President.
Section 3. District Directors Duties
Section 3a. General Duties
Shall have one vote on the Board of Directors. Shall serve as official representatives and spokesman for members of their respective districts, and shall act on their behalf.
Shall be responsible for directing and conducting organizational activities within their districts. Shall conduct such other business as the President may direct.
Section 3b. Show Duties.
Shall be responsible for arranging and promoting in all ways possible at least one district show designated a NCFC Meet (preferably more) in their district each year.
An official NCFC show shall have a minimum of 3 exhibitors, a location and a competent judge. Director’s duties include notifying the host club of NCFC participation, selection of competent judges, arranging for a judging area, a recorder’s table, managing show records and reports, care of birds, presentation of awards, and other activities in the interest of the breed and the NCFC. The Presidents or Directors may designate a “Member in Charge” to fulfill assigned show duties, any NCFC member may serve as needed. In the event a qualified judge is inadvertently unavailable for any reason to handle the judging of a NCFC show/meet, the District Director will disqualify all of his/her own CFs and handle the judging themself.
Section 3c. Reports
Shall supervise the recording of show reports including: name and number of exhibitors, numbers of CFs entered and number in attendance by type and color and the results of judging for placement and awards. Shall submit final show reports and photos to the points coordinator and the NCFC Secretary.
Shall furnish the Secretary Treasurer/ newsletter Editor with news of general interest (new members, show reports, meetings, etc.) from that district, and encourage the submission by members of articles of interest for publication.
Shall have full authority to decide local issues affecting the organization which are not specifically covered by the Constitution and By-Laws.
Section 4. Secretary-Treasurer (Amended 2024)
The Secretary is to have charge of past records and materials pertaining to the office. He/she shall keep an accurate record of all matters put before the Board of Directors, items discussed and decisions made. Board of Directors decisions to be published in the quarterly newsletter.
The Secretary shall keep a record of members and publish and distribute a membership list annually. He/she shall handle all club correspondence.
The Treasurer shall receive and be custodian of all money, from whatever source. All Club expenses shall be paid by the Treasurer using normal and regular banking procedures including bank transfer, debit or credit card, PayPal payments and refunds or check drawn on club funds.
The Treasurer shall keep and maintain necessary financial ledgers and records, both in physical book and digital format, to record all expenditures and funds received. A summary report of income and expenses shall be published quarterly in the newsletter. Financial records shall be available for inspection at all times. All records and properties will be turned over promptly whenever a new Secretary/Treasurer is appointed.
Section 5. Publicity Director
The Publicity Director shall be responsible for all advertising of the club by means of radio, newspaper, and/or other publications. The Publicity Director shall arrange for photos of various shows and appropriate pigeon events. Efforts to promote the NCFC will be communicated to the Board of Directors.
Section 6. Master Breeder Points Coordinator
Shall abide by the requirements of the published Master Breeder program in determining number of points to be awarded. The Master Breeder Points Coordinator shall keep a record of show points accumulated by participating members and provide an updated report to the Newsletter Editor.
ARTICLE VIII – LIABILITY
No officer or member of this club shall incur any expense, disburse any funds or render this club liable for any obligation that has not first been authorized by the Presiding Officers or Board of Directors, under penalty of personally assuming such obligation.
ARTICLE IX– AMENDMENTS
The Constitution and By-Laws of the Classic Frill Club may be changed or amended as follows: Any proposal, change or amendment must be submitted to each member of the Board of Directors for consideration prior to any Board of Directors decisions.
If said amendment is approved by a majority vote of the Board, it shall be presented to the club membership for approval. A proposed and approved change shall become a duly constituted amendment and the secretary shall notify all members.
ARTICLE X – Suspending or Expelling members
Members may request removal (with supporting documentation that provides the case or argument) of a member whose behavior does not conform to the purposes and objectives of the Club. The Board of Directors may suspend or expel (by majority vote) a member for any discreditable act, dishonesty, or other undesirable conduct that is considered harmful to the club
A suspended or expelled member may initiate a request for review of the allegations to the President or Secretary within 30 days of notice providing information as to why this action should not be taken. The president may choose to convene an investigative committee consisting of three or more neutral members, who are not party to the request or the alleged actions. All relevant persons and information should be reviewed and a recommendation submitted to the Board of Directors. Possible recommendations include: no action, one-year suspension, or permanent removal from the club. The Board of Directors will review the information and a final decision will be made. This decision will be communicated in writing to the suspended or expelled member.
The Editor shall publish the findings, in the next available newsletter, if the investigative committee recommends suspension or removal. Any member who does not concur with the board’s decision may submit additional information and request further review. The recommendation to suspend or remove becomes final 90 days after publication in the newsletter.
